Congress said the EPA _must_ regulate pollutants, in the Clean Air Act. It's not optional.
The Supreme Court ruled that CO2 falls under the category of pollutant.
Hence, the EPA _must_ regulate CO2 emissions. It's not optional. If they do not, they are breaking the law. They have the authority to do so because Congress gave them that authority.
If Congress doesn't like the old law they passed, the Clean Air Act, Congress needs to pass a new law. That would be how the government works, though many conservatives seem unclear on that point, as they seem to think they can simply annul the law by holding the budget hostage to defund the EPA. One wonders how they managed to pass high school civics.
And given that no new coal plants were planned anyways, one also wonders how this will destroy the economy. Conservatives also seem lacking in the logic department.
