Federal lands, which the president controls, produced 31.8 percent of domestic oil last year, slightly below the nine-year average of 33.4 percent, according to an EIA report.
The increase in production last year came on state and privately-owned lands, which yielded almost 150 million barrels more than 2010.

In contrast, 2011 production on federal lands dropped by 83 million from a nine-year high mark achieved in 2010.

Despite the one-year drop in production, oil production on federal and Indian lands from 2009 through 2011 totaled 2.027 million barrels.
That's an average of 675,000 barrels per year during Obama's term, compared to an average annual production of 609,000 barrels annually during Bush's last term.

But of course HOW CAN Obama be given credit for OIL leases signed by Bush that came into production during Obama??

In reality, reports the EIA, 68.2% of the increase in U.S. oil and gas production in 2011 came from state and privately-owned lands not under the president's control. While oil production on state and privately-owned lands increased by almost 150 million barrels from 2010 to 2011, production on federally-owned lands during 2011 actually decreased by 14% or 83 million barrels from a nine-year high reached in 2010.
