A briefing is a dialogue. He is passed a report. Whether he looks at it is his business.

He receives the briefing report and sends back questions. He can then be briefed on the answers to his questions. That is the way Obama prefers it be done

The briefings are so important that the information is to never be made public, no matter how much time passes. Seems like Obama should at least attend them, and if Obama is taking such documents out of the white house, that doesn't make sense either.
