As The Washington Post reported of Lucasā role in the mayhem, āas a crowd gathered at the Confederate Monument ... Lucas [told] police ... officers that they could not arrest demonstrators, who she said were about to paint the monument.ā
The senator ordered police to stand down:
[Lucas] suggested that Portsmouth City Manager Lydia Pettis Patton would back up her claim.
āTheyāre going to put some paint on this thing and yāall cannot arrest them,ā Lucas is heard saying on the video. āYou need to call Dr. Patton because theyāre going to do it. You canāt stop them. This is city property, all right. They got a right to go ahead.ā
An officer responds: āMaāam, you canāt tell them to do that.ā
According to the video, Lucas replies: āIām not telling them to do anything. Iām telling you, you canāt arrest them. Call Dr. Patton.ā
