Install time card systems in both houses of Congress. Clock in, clock out. Members are credited only for time working on legislation. No campaigning on company time.

Hourly pay scale. Merit based bonuses via standard criteria.

Coming up with the 'Green New Deal' that calls for every building in the US to either be upgraded or rebuilt, new high-speed rail that makes air travel obsolete, outlaws the use of all fossil fuels and nuclear energy (that would put some 50 million Americans out of work), and waging a war against cow farts in order to stop the world from ending in 11 1/2 years from now (which the US alone is supposed to be able to do by itself with this $100+ Trillion joke...)
