They are not above the law. Congress can still impeach them and a sealed indictment can still be issued to be unsealed once they leave office. The Special Counsel operates under DOJ regulations, but State AG's don't.

Clinton and Nixon both obstructed Justice and they were held to account for attempting to exercise unconstitutional authority.

With Trump there was discussion of charging him for Obstruction for exercising his clear constitutional powers in a manner that a prosecutor disagreed with. That would lead to the ridiculous result that any Executive Branch employee could end up charged with a crime because they made a decision that a prosecutor disagreed with.

You need to take a closer look at the Left's desire to criminalize policy disagreements.
