However, the conservative Islamic social mores tend to dominate within the broader society. Homosexuality and cross-dressing remain taboo and periodically LGBT people become the targets of local religious laws or fanatical vigilante groups

When did marriage become a federal issue?

When gay activists realized they were making no headway in some states. That's when. DOMA was put into place to keep gay activists from forcing their definition of marriage on the nation via the 14th Amendment.
