Lois Lerner, head of the Exempt Organization Division, directed by unknown persons, saw to it that conservative organizations seeking tax-exempt status were delayed. She never could be charged because when she went to testify before Congress her lawyers knew had her plead the 5th Amendment to avoid prosecution.
