If Trump simply issued a new executive order every time a judge restrained him from enforcing the previous executive order, that would be the same tactic Biden used. Trump may well resort to that in the unlikely event that the Supreme Court rules against him
But since this is only first level lower federal courts, no one can reasonably say that the president is bound by their rulings. There are more than six hundred federal judges, each one allowed to make rulings that apply nationwide. Can you imagine ANY president, of any party trying to function with six hundred judges telling him what to do and each sincerely believing in their ability to make law by speaking?
Most prudent thing to do is to ignore them.
Especially when the supposed "restraining order" amounts to an order to spend billions of tax dollars, having discovered how wasteful, fraudulent, and abusive the agency planned spending would be.
