Same reason why when gas was high it was Trump's fault, but when it comes down some he took credit for it.

How does the government prevent price gouging without setting prices?

Actually, these questions need to be asked of Harris at every opportunity:

"Given that you have been second in command in the administration for 4 years, why have you not implemented any of the things you now say you are going to implement?"
"Isn't the fact that you are proposing to fix certain things an admission that you and the previous administration have failed to address and fix them in the 4 years you've been in office?"

She has to say something

She has already admitted to all the unacceptable price increases, and must give voters some hope of change.

Naturally, no relief will come, but she has to be shown doing or saying something to address it, even though it will be ignored in the long run and somehow blamed on Trump.
