At that point, the officers had plenty of opportunity to back up, talk with the woman, call for more back up, there was time and opportunity for other actions.

Instead of taking this opportunity, they decided to step forward, and shoot.

Watch the video, it explains it. The pot was on the stove when he drew his gun and she ducked down. There was no threat, they were separated by the counter, they should have backed away and did something different. Instead, he started to advance toward her.
