Apparently, no effort was made to check if any of these media-derived cases were already accounted for in the state police reports.

A case will be counted four times if it is covered in a news story and is pending for at least part of three different calendar years before culminating in a verdict of not guilty. Over the roughly ten-year period, Michigan had 14 convictions of homicides by permit holders, not 72. And the state police don’t record how the homicide was committed. That comes to 1.4 cases per year, with about 560,000 permit holders in June last year.

Michigan doesn’t collect information on how or where suicides are committed, just that permit holders commit suicide. The Violence Policy Center simply assumes that all these suicides were committed with permitted concealed handguns outside the permit holders’ homes when they are carrying concealed. But the vast majority of suicides are committed at home. As to causation, permit holders committed suicide at just 38 percent of the rate of the adult Michigan population.

Concealed-handgun permit holders are also much more law-abiding than the rest of the population. In fact, they are convicted at an even lower rate than police officers. According to a study in Police Quarterly, from 2005 to 2007, police committed 703 crimes annually on average. Of those, there were 113 firearms violations on average. This is likely to be an underestimate, since not all police crimes receive media coverage.

The comparison of justifiable homicide numbers to murders with guns is a very old claim. Of course, why anyone puts weight on a Violence Policy Center study is a mystery (for their errors on other issues see here, here, here, here, here, here, and here). The problems with the current claims are as follows.

1) The data on justifiable homicides is useless. The definition used by the FBI is very limited. From the UCR Handbook (pp. 17-18):

NOTE: Justifiable homicide, by definition, occurs in conjunction with other offenses. Therefore, the crime being committed when the justifiable homicide took place must be reported as a separate offense. Reporting agencies should take care to ensure that they do not classify a killing as justifiable or excusable solely on the claims of self-defense or on the action of a coroner, prosecutor, grand jury, or court.

The following scenario illustrates an incident known to law enforcement that reporting agencies would not consider Justifiable Homicide:

17. While playing cards, two men got into an argument. The first man attacked the second with a broken bottle. The second man pulled a gun and killed his attacker. The police arrested the shooter; he claimed self-defense.

But this narrow definition is combined with the fact that most jurisdictions don’t report these numbers and even the ones that do so are missing lots of cases. It is very bad for police (only about 1 percent of police departments report justifiable homicides by police and see also here) and the numbers are even worse for civilian justifiable homicides. Even the places that report this data don’t really have any incentive to get the numbers correct. For example, see this investigative study for Michigan.
Officially, there were 117 justifiable homicides involving civilians in Michigan from 2000 to 2010. Another 95 were killed by police, according to the statistics.
One reason those numbers are low is simple, MLive’s investigation found.

Police are reporting the cases as criminal homicides. When it’s later determined to be justifiable, they don’t change the easy-to-recode electronic records. It’s as simple as changing a “1” to a “4.”

That was the case in Kalamazoo County, where FBI statistics show only one justifiable homicide between 2000 and 2010. There were eight, three by civilians and five by police, MLive found.

“It’s all a data-input problem,” Kalamazoo Public Safety Chief Jeff Hadley said. “What happens is when the initial reports are generated, it’s coded as a homicide. It never gets recoded.” . . .

Also, while more than half the states report a justifiable homicide number, that hides the fact that very few jurisdictions within those states that report the number actually compiled the numbers.

US Mass Shootings, 1982-2015: Data From Mother Jones' Investigation

Dating back to at least 2005, the FBI and leading criminologists essentially defined a mass shooting as a single attack in a public place in which four or more victims were killed. We adopted that baseline for fatalities when we gathered data in 2012 on three decades worth of cases.

(Since then, the obama administration lowered the number to 3 instead of 4, to increase the number of mass public shootings.....since the 4 number wasn't racking up enough shootings...)

Here is a description of the criteria we use:

  • The perpetrator took the lives of at least four people. A 2008 FBI report identifies an individual as a mass murderer—versus a spree killer or a serial killer—if he kills four or more people in a single incident (not including himself), typically in a single location. (*In 2013, the US government’s fatality baseline was revised down to three; our database reflects this change beginning from Jan. 2013, as detailed above.)
  • The killings were carried out by a lone shooter. (Except in the case of the Columbine massacre and the Westside Middle School killings, which involved two shooters.)
  • The shootings occurred in a public place. (Except in the case of a party on private property in Crandon, Wisconsin, and another in Seattle, where crowds of strangers had gathered, essentially constituting a public crowd.) Crimes primarily related to gang activity or armed robbery are not included, nor are mass killings that took place in private homes (often stemming from domestic violence).
  • Perpetrators who died or were wounded during the attack are not included in the victim tallies.
  • We included a handful of cases also known as “spree killings“—cases in which the killings occurred in more than one location, but still over a short period of time, that otherwise fit the above criteria.


Our research focused on indiscriminate rampages in public places resulting in four or more victims killed by the attacker. We exclude shootings stemming from more conventionally motivated crimes such as armed robbery or gang violence. (Or in which the perpetrators have not been identified.) Other news outlets and researchers have since published larger tallies that include a wide range of gun crimes in which four or more people have been either wounded or killed. While those larger datasets of multiple-victim shootings are useful for studying the broader problem of gun violence, our investigation provides an in-depth look at a distinct phenomenon—from the firearms used and mental health factors to the growing copycat problem. Tracking mass shootings is complex; we believe ours is the most useful approach for studying this specific phenomenon.

US Mass Shootings, 1982-2015: Data From Mother Jones' Investigation

Dating back to at least 2005, the FBI and leading criminologists essentially defined a mass shooting as a single attack in a public place in which four or more victims were killed. We adopted that baseline for fatalities when we gathered data in 2012 on three decades worth of cases.

(Since then, the obama administration lowered the number to 3 instead of 4, to increase the number of mass public shootings.....since the 4 number wasn't racking up enough shootings...)

Here is a description of the criteria we use:

  • The perpetrator took the lives of at least four people. A 2008 FBI report identifies an individual as a mass murderer—versus a spree killer or a serial killer—if he kills four or more people in a single incident (not including himself), typically in a single location. (*In 2013, the US government’s fatality baseline was revised down to three; our database reflects this change beginning from Jan. 2013, as detailed above.)
  • The killings were carried out by a lone shooter. (Except in the case of the Columbine massacre and the Westside Middle School killings, which involved two shooters.)
  • The shootings occurred in a public place. (Except in the case of a party on private property in Crandon, Wisconsin, and another in Seattle, where crowds of strangers had gathered, essentially constituting a public crowd.) Crimes primarily related to gang activity or armed robbery are not included, nor are mass killings that took place in private homes (often stemming from domestic violence).
  • Perpetrators who died or were wounded during the attack are not included in the victim tallies.
  • We included a handful of cases also known as “spree killings“—cases in which the killings occurred in more than one location, but still over a short period of time, that otherwise fit the above criteria.


Our research focused on indiscriminate rampages in public places resulting in four or more victims killed by the attacker. We exclude shootings stemming from more conventionally motivated crimes such as armed robbery or gang violence. (Or in which the perpetrators have not been identified.) Other news outlets and researchers have since published larger tallies that include a wide range of gun crimes in which four or more people have been either wounded or killed. While those larger datasets of multiple-victim shootings are useful for studying the broader problem of gun violence, our investigation provides an in-depth look at a distinct phenomenon—from the firearms used and mental health factors to the growing copycat problem. Tracking mass shootings is complex; we believe ours is the most useful approach for studying this specific phenomenon.

If you actually use the definition for Mass Public Shootings.....according to the FBI, and look at the chart used by Mother Jones, a left wing, anti-gun news organization.....we find that we had fewer mass public shootings in 2019 than in 2018......

It was also nice that the Texas shooter was stopped by an armed citizen....who shot and stopped the killer in 6 seconds....

I get my information from the Centers for Disease Control, the Department of Justice, in particular the FBI, and the Mass Public Shooting record from Mother Jones......

I cite all of my data, give long quotes....( which drives you asshats insane) and you can't refute them...

Mother Jones uses the FBI definition of Mass Public Shootings...and they list going back to 1981.

You asshats lie, you use the terms "Mass Killings" and other terms to conceal the fact that actual Mass Public Shootings are the rarest of rare crimes....again 10 in 2019, 12 in 2018, 11 in 2017......

This destroys your emotional, irrational claims for gun control.....
