Prosecuting or even indicting Hillary has bad sideeffects:

Sanders would become the D nominee almost automatically and he is electable v. Trump.

The losses of congressional gimmes under Hillary's banner will not happen. Clinton is seen as evil where Sanders as simply a well meaning lunatic.

The usual well founded accusations of ballot stuffing against the Ds will be litigated by Trump but Sanders will not be touched by the scandal while Hillary will be.

...and it procreates itself because we give them too much power, the ability to exclude themselves from certain laws they pass, the ability to stay in office forever and the ability to hire huge staffs of government employees to do their jobs for them while they campaign for the next election.

Term limits, no immunity from laws, no lobbying, no superpacs, no free gifts and line item veto by the President would solve a lot of problems.

Actually they can. The FBI, CIA, IRS and some other critical agencies have what amounts to firewalls. In terms of counter-intelligence the FBI reports to the secret courts and has dome so for decades. The Red scares of the 40s and 50s saw to that.
