Is this Shutdown technically illegal?

If two or more persons in any State or Territory, or in any place subject to the jurisdiction of the United States, conspire to overthrow, put down, or to destroy by force the Government of the United States, or to levy war against them, or to oppose by force the authority thereof, or by force to prevent, hinder, or delay the execution of any law of the United States, or by force to seize, take, or possess any property of the United States contrary to the authority thereof, they shall each be fined under this title or imprisoned not more than twenty years, or both.

I'm legitimately curious as to if what the GOP is doing right now is actually illegal under this law, particularly the bolded.

The reason I ask this as a question and don't say "This is illegal" as a statement is because I feel like it's very possible I'm just reading the law wrong.

It is their Constitutional duty to create laws, pass budgets and determine what the Government spends money on. Arguing about whether Obama care should be funded is part of their Constitutional duty.
 
The shut down is legal.

Nothing in the Constitution about such matters, so sure, it is good to go.
