This is why I refer to Biden's administration as the "Sesame Street Administration."

Cabinet Secretaries, it is felt, are simply figureheads selected in order to make people in the President's party happy.

The actual work is done by the unknown subsecretaries under the Secretary.

And actual policy is decided by the President and his advisers.

For example, the new Secretary of Defense will make many people very happy. But, to be brutally honest, he will just be a figurehead. If we ever go to war, the President will make the key decisions, and the military chiefs under the Secretary will do the actual planning.
