They were not cutting budgets, they were implementing other means of services like when you have a mental crisis going on and you can send a mental specialist along with police since police are not trained to deal with a mental crisis.

You are allowed to pay cash for bail for a non violent crimes, rape and murder charges you are not getting out for that.
