Legalities of start-ups by non-resident aliens

Hello,

I'm an international student with a F1-Visa in the US.

I have an idea for a web start-up and I would like to register the company as soon as I can and I want to register it in the US. However I'm not sure about the legalities of whether a non-resident alien in the US can start a company.

If someone could point out resources or explain the legalities and possible alternatives (in case it is not possible), I would greatly appreciate it.
