How do I make the flashing "your notification" button go away and that puke green color when someone pms or reps me?

Reading the pm/rep makes it go away . . . . but it's fucking annoying as hell until you do.

I have no hopes of having this fixed, my record for complaints is so far none in my favor and all in the favor of the IT group here.
