I don't know the specifics of your company, sorry.

However the idea of Comp Time and it's use applies only to hourly employees (FLSA non-exempt). Companies can allow for "Administrative" time off for salaried employees because they (salaried employees) are exempt from FLSA over time consideration.

The idea is that exempt employees are not limited to 40 hours a week. They could work 35 or work 45 and get the same pay.

In the private sector companies have a lot of leeway in how they deal with salaried exempt employees, not so much with hourly wage earners.

Public Sector employees over a certain GS level do not get a choice, it is Comp time if they work extra. no OT offered.

It's really determined by the entity (local, state, federal) so different rules can be in place even though they are all "public sector". The rules for a federal EE are not the same across the board, nor do federal policies apply to state and local public sector.
