Yes. Sadly, this seems to be true. The window of opportunity for a two-state solution began to close in 1967, and the various Intifadas and Gaza Wars seem to have put a cap in any such hopes.

There are many quotes of Ben-Gurion that are contrary to what you believe. Here is one that disputes what you say:
