The funding of KC cops is an issue in Missouri because;

Kansas City is the only city in Missouri — and one of the largest cities in the U.S. —- that does not have local control of its police department. Instead, a state board oversees the department's operations, including its budget.

Noel, Missouri is a town I live by and it has a marshall which is under the control of the state;
As provided by Missouri State Statute 476.062, the Missouri State Marshals and Deputy Marshals are charged with the safety and security of State Courts, Judges, and staff and function as the law enforcement arm of the Missouri Judiciary.
