Two CRUCIAL things are missing from §25 of the doc Indictment:

1. A list of "White House staff" who packed boxes.

2. Allegation Trump was informed by staff docs couldn't be removed to FLA. White House staff includes GAO.

Why didn't Smith charge all involved for conspiracy?​

The president has plenary authority over classified information. He could take them anywhere he fucking wanted to. It is simply impossible for the president to commit any crime regarding classified documents. He could legally line his birdcage with them or send them to wikileaks if he wanted.
