Emails to high level government officials are received by staff. Very few of those emails are ever sent to the boss. The staff filters them, deleting out ads and other garbage, answering many with canned replies. Only emails deemed important are forwarded up to one of the 8 deputies or under secretaries. I would bet that 99% of Clinton's emails are personal or communications with staff.
