First off, the reporter was a woman and just called it like she saw it. Festerman has a problem understanding the spoken word. Not unusual in stroke patients. He had a lot of trouble just understanding small talk prior to the interview, before they started using the closed captions and that was one on one. Imagine how little he would understand in a senate committee room where multiple people could be talking at the same time. His auditory condition may or may not resolve over time, but right now he's not physically capable of doing the job. Plus his policies really suck.
