Invariably, a plea bargain involves a reduction in the crime charged...meaning that a ROBBERY CHARGE (i.e., a "violent crime") could be reduced to a LARCENY CHARGE ("non-violent crime"), in exchange for a guilty plea and a reduced sentence. They are releasing "non-violent" criminals.
