The US government already has the power to put on TV whatever it wants in terms of the Emergency Broadcast system. Where then is the abuse you insist is so inevitable?

The FCC is simply submitting a proposal for public review on creating a national public broadcast system rather than have it filter down through numerous layers of bureaucracy instead.
