President Obama vetoes bill to gut Obamacare
Friday 8th January, 2016 | WASHINGTON - President Barack Obama on Friday vetoed a Republican-inspired legislation that would have repealed the Affordable Care Act and cut federal funding for Planned Parenthood. The bill goes back to the Republican-led Congress, which does not have the votes to override the veto.
"Republicans in the Congress have attempted to repeal or undermine the Affordable Care Act over 50 times," Obama said in a veto message Friday. "Rather than refighting old political battles by once again voting to repeal basic protections that provide security for the middle class, Members of Congress should be working together to grow the economy, strengthen middle-class families, and create new jobs." "Because of the harm this bill would cause to the health and financial security of millions of Americans, it has earned my veto," he added. Obama's veto was expected, but it marks the first time Republicans have been able to get a bill that would repeal his signature health care law to the White House, after more than 60 votes to roll back all or part of the law.

House Speaker Paul Ryan, R-Wis., signed H.R. 3762, called the Restoring Americans' Healthcare Freedom Reconciliation Act, and sent it to the president's desk Thursday, anticipating it would be vetoed. The budget bill passed the House along largely partisan lines. Obama also defended Planned Parenthood, writing that "H.R. 3762 would limit access to healthcare for men, women, and families across the Nation, and would disproportionately impact low-income individuals." The bill used an obscure budget-writing procedure known as reconciliation to thwart a Senate filibuster. That maneuver allowed a bill repealing Obamacare to get to the president's desk for the first time, forcing him to make good on his veto threat.

"It's no surprise that someone named Obama vetoed a bill repealing Obamacare," House Speaker Paul Ryan, R-Wis., said, promising a veto override vote "taking this process all the way to the end under the Constitution." Republicans are far short of the two-thirds votes necessary for an override, however. It passed the Senate 52 to 47 and the House 240 to 181. All GOP presidential candidates favor the repeal of the Act, colloquially known as Obamacare. Ryan said the bill proved that Obamacare can be repealed, given a Republican in the White House. "The idea that Obamacare is the law of the land for good is a myth," he said. "We have now shown that there is a clear path to repealing Obamacare without 60 votes in the Senate. So, next year, if we're sending this bill to a Republican president, it will get signed into law. Obamacare will be gone. ... It's just a matter of time."

The Senate passed the measure last year under special rules that protected it from a Democratic filibuster, which can be cut off with at least 60 votes. The House passed it this week. The Republicans made the legislation their first major vote of 2016. Although they don't have the votes to actually override Obama's veto, they hope to schedule an override vote to coincide with the Jan. 22 March for Life in Washington, an annual commemoration of the anniversary of the Supreme Court decision that legalized abortion. "We will hold a vote to override this veto, taking this process all the way to the end under the Constitution," Ryan said.
