I expect big pharma wasn't going to turn down the socialist money Trump gave them. They may even have done their best to make an effective and safe vaccine but Trump was so obsessed with getting the vax out before the election they really didn't have much of a chance.
Fauci, after having his recommendation ignored by Trump, really had no power to dictate any vaccine policy that slowed it's progress and most likely Trump would have called him a deep state actor trying to effect Trump's election chances.
It's only speculation of course but I expect if Trump wasn't entering an election year, he wouldn't have been so persistent in pushing the vaccine in such a rush.

Nobody recommended studying things including Fauci. He and others were promoting getting the entire public vaccinated quicklyFauci recommended against fast tracking the vaccine. Trump refused to listen.
Trump even tweeted that the deep state was slowing EUA approval because Trump's election was coming up.
