I have witnessed people who got there tax refund and spend the whole 400.00 dollars on lotto tickets. I have seen it happen more then once. There looking to get rich quick and get excited on the news some one won the fantasy five. The state of Florida government is getting wealthy off of gullible, low educated poor people. The key to helping the poor is education.
