Being a person who grew up at the bottom of the economic ladder I would just say If your going to give them money they need the education to know how to properly use it. I have witnessed people who got there tax refund and spend the whole 400.00 dollars on lotto tickets. I have seen it happen more then once. There looking to get rich quick and get excited on the news some one won the fantasy five. The state of Florida government is getting wealthy off of gullible, low educated poor people. The key to helping the poor is education.
