Let's take the SNAP program. What educated genius includes snack foods and soft drinks for a demographic that doesn't need more sugar, fat, and salt in their diet. Twenty percent of the SNAP allowance is spent on these items.
The problem with programs like these are that they are wide nets which would be very hard to narrow down more.
Kids need snacks during the day, it would be far too cumbersome to evaluate each and every item to determine if it were a "healthy" snack or not. Is a granola bar ok but cookies not? Is there really much of a difference these days.
