Yes he did. The vast majority of the project was completed when he was in office. He waited until his term was nearly up to place the sanctions on Russia. By then it was too late.

The subpoenas are still over a year from reaching the Supreme Court. That's when the show begins. Or don't you believe in the rule of law.
Trump is slowing (but not stopping) the gathering of evidence. Delaying by years, what the government should have gotten within weeks.

Trump gave that to him. The pipeline was largely completed during Trump's term. The pipeline is kaput now thanks to his invasion.
