2. Climate Research - fire all the fudgers, put the RAW DATA online, so we don't have to sue in the future to figure out how badly it was fudged to scare us
3. foreign aid - zero out entirely
4. Homeland Security - take everyone at NSA outside the building, shoot them, and then sell the building

But when "rebuilding the military" comes up, no discussion on the cost !?

Funny, cost is never an issue when you yammer on about infrastructure and scientific research. Money for that magically appears out of unicorn farts!!!
