ID is required to purchase a gun from a licensed dealer in Texas. Purchase from an individual who is not a licensed dealer requires no paperwork, no background check, no ID, The purchaser is not even required to provide his name or any identifying information,
But isn't that the case anywhere? Sounds like you are asking about 2 individuals making a transaction. I would assume that in any state, if one individual is selling a gun to another individual, he is not going to ask for an ID. In this case, the term "legally" wouldn't apply, since legality would really be used in a retail sales environment.
Legality is used in every environment. I said you can buy a gun in Texas without showing ID. I was correct. As many as 40% of gun show sales do not include licensed dealers. Purchases from strangers out of the trunk of a car are not seen as a problem.
