WV is not threatening punitive damages to the banks, Just a withdrawal of WV's business. Imo, all California should be able to do is to cease doing business with any company that doesn't have a woman or x number, not make it illegal, that's illiberal as hell.

One is using a legal method of coercion by denying the banks the banking business of the state. They are not making the banks illegal or fining them hundreds of thousands of dollars and the other is making them illegal and fining them. However, I don't want major Banks Boycotting oil investments based on some ESG policies decided in board rooms or backrooms without a vigorous public debate.

A good investment opportunity isn't necessarily a political ideology.

The States aren't required to ignore profitable investment opportunities, especially those with balanced budget amendments ...
And there is nothing wrong with a State's Treasurer sending a bank a Letter of Intent if they choose to carry their money elsewhere.

Actually ... Notifying the bank of your intent and the reason why, would be the proper thing to do.
