Your argument assumes that more drugs will make for a better society. There's no way that will ever be true.Sorry, but I don't see the big difference there with organized criminals.

As gory as the images are, they are nothing compared to stark reallity of the war on drugs.
Over 100,000 persons have died or disapeared as a result of the war on drugs in Mexico during the last 10 years.
Colombia is another country where war on drugs has been a terrible burden for the population.
Admitedly, it is not just the drugs, but the social discomposition ( poverty + corruption) which runs rampant on those countries.
