No its not illegal to fly ANY flag on private property.

not to disagree, but don't certain communities have their own special rules for what can and can't be on the front property/driveways??
my brother-in-law said he couldn't park a small shop van in his drive way
and this was not a gated community..just a regular suburb area

Yes, home owners associations. Not against the law, just against the associations rules.

what happens if the violate the rules?

It depends on the agreement you signed. I think they could legally make you take the flag down, but I really don't know because I would never agree to other people telling me what I can do on my property that was not illegal.
