The primary reason was to insure that everyone pays the Obama-Care penalty. And also that the IRS just doesn't have the funds to pay back god knows how many billions in refunds. But being Al Sharpton owes over 4 Million Dollars in Back-Taxes, why doesn't the IRS start with him? You can pay back a lot of hard working Americans their refunds with 4.5 Million Dollars !!
