He literally explains it right in your link:

"Already, people who have plans that predate the Affordable Care Act can keep those plans if they haven’t changed. That was already in the law. That's what's called a grandfather clause. It was included in the law. Today, we're going to extend that principle both to people whose plans have changed since the law took effect, and to people who bought plans since the law took effect."

These are people who switched out of their grandfathered plans and got special dispensation to pretend the ones they switched to were grandfathered too. Why are you having so much trouble understanding this?

That crisis caused Obama himself to hold a fucking press conference. He wouldn’t have done that over people voluntarily leaving their own plans because they wanted something else
