Ryan has forced both Trump and Cruz to promise to him to be guided in their campaigns if they get the nomination, or they will get no GOP establishment money and support.

This does not mean that Ryan is not working behind the scenes to make sure neither gets the nod. Ryan, however, does realize that Cruz can possible hold the Senate for the GOP, whereas Trump cannot.
