Starbucks has always encouraged people to just "hang around" because it makes the place look busier. It is good advertising.
That is why they provide free internet.
And people often just "hand around".
Every real estate deal or other time I have ever had to meet with someone, everyone has always suggested Starbucks as the place to wait and meet.
So the question is not why they encourage people just hanging around, but WHY did they pick that particular Black person to kick out?
They encourage customers to hang around, not vagrants. They kicked the black guy out because he sat there for an hour and didn't order anything. They asked if he wanted anything several different times and he told them no. His claim was that he was waiting for somebody. Well that somebody never showed up and they asked him to leave or place an order which he felt he didn't have to do either. So the manager called the police to escort him out of there because he was taking a table that paying customers were waiting for.
As typical of blacks, he claimed it was racial discrimination and even though a filthy lie, the owner of the chain had all his employees attend a mandatory diversity class where they teach white employees how privileged they are and how to deal with the guilt. It was widely reported so it became an invitation for homeless and drug addicts to have a place to warm up, cool off or use the crapper without buying a single thing.
No business can stay open with non-paying people hanging around and scaring off paying customers. That's why they are closing down 16 places today.
