You would be hard-pressed to point out any world leader that hasn't gotten their nation into war. As for civilian casualties, please, please, name a war in which there weren't civilian casualties. At least the US makes an actual effort to not harm private citizens in a conflict, but even in trying to avoid harming civilians in a fight, civilians do get harmed sometimes, especially when you have an enemy that is so cruel as to use civilians as shields.
