I think it is far more likely the actions of inefficient bureaucrats and self-serving politicians are actually implemented on behalf of a global ruling class.

A transnational "superclass" of some 6,000-7000 individuals (0.0001% of humanity) who are 94% white males from North America and Europe with one big problem; an over-accumulation of capital. In effect, they have more money to invest than there are safe investments available.

That means they resort to investing in risky speculation of assorted asset classes, war and war preparation, and privatization of public resources.
