And who produces and publishes the QCEW?
Actually it doesn’t matter…the numbers cited in the OP are from the Business Employment Dynamics program. While the BED uses data from the WCEW, it is not the same thing.

The BED counts job gains from new and expanding businesses, and job losses from closing and contracting businesses. That’s not the same thing as total net change.
