We don't need a sledgehammer to solve the trade problem, a scalpel will do. You don't place a general tariff on everything, you forbid the import of certain goods. This will 'incentivize' American companies to produce those products. We do this until there is a reasonable balance of trade. Such trade restrictions force each country to internalize production.The "Harbor Freight" crowd would demand a tariff exemption on the H/F products or it would be a march on DC with the intent to burn DC to the ground.
