Do you have any idea how mail in ballots work? You can call the BOE to request one. In other cases the AG of the State sends out ballot requests to all registered voters. They are then mailed out with bar codes on them. You have to fill them out, choose your vote, give and ID, last 4 letters of your SS number or Drivers license number then seal them in an envelope, mail them or drop them in a lock box. The BOE opens the outer envelope. Checks them, including bar code.

Safest way of all to vote. Paper trail.
