The Grace Commission failed, it would have save the US from DEBT, but Congress never supported their money saving recommendations.

Thing is, with this system, it doesn't really matter what anyone does. Republicans get in on "smaller government" and the government grows anyway.
Unless the electoral system changes, nothing changes.
