It is true and quite easy to prove. Just take any pdf that isn't made from a photo and open it in Adobe Illustrator and AI will separate it into layers with no rhyme or reason to the layers. AI will break sentences and even words into separate layers. I would know, since we get ads sent in pdf form at the newspaper where I work and the client wants us to make changes, like a new expiration date on a coupon, and I open it in AI to make the changes.
