Sadly it's unlikely to pass. (and the ruling had nothing to do with Congressional Insider Trading).

This is not the first time this has been floatede. It will go nowhere because those in Congress protect their baxksides.
It's like term limits. Congress wants everyone to be limited to terms dictated by Congress. Yet they won'r recommend term limits for themselves.
