He has a history of not paying at all - unless forced to.

I never see evidence of that, just the charge. Contractors, subs and even suppliers can put liens on the property, often it's written in the contract. Certainly any decent sized company is aware of how it works and I don't think 1 or 2 man crews were working on Trump's buildings.

As far as the "victory" unions have run many businesses under or off shores. When they demand more than they are worth something has to give.
