The only reason Canada does that is that these refugees have already been vetted. Coyote is playing a terminology game. The U.S. is over run with unvetted asylum seekers. We do not have the infrastructure to vett them all so they can be actual refugees.

We've taken in boatloads of people found off our shores as well. We took in thousands who walked across our borders when Trump was elected. We take in people coming in by air as well.

Canada takes in refugees. Period.

They are in limbo until their hearings. They are neither legal residents or illegal aliens. Judging by historical records less than five percent will show up for their hearings. At that point they become illegal aliens, but will have disappeared into the illegal alien underground. Since Biden has thrown away the successful “stay in Mexico” program, these asylum seekers should be confined in detention camps until their hearings can be held so they are guaranteed to attend.

The STCA continues to be in effect. Individuals entering Canada at a land port of entry continue to be ineligible to make a refugee claim, and will be returned to the U.S. unless they meet one of the relevant exceptions under the STCA.
 
Canada's immigration policies are exactly what ours should be: if you're going to benefit Canada, welcome. If you're going to burden Canada, no thanks!
